When you turn a group public, it creates a webpage with the same adress as your friends page and the name of the group.
Then you can use it and link it as you wish

Your friends page gathered all your friends.What I have done was creating 3 groups, one for comics, one for communities and another one for all the other friends.
Each one don't have the others, they are all complementar.
I replace all "Friends" links to the group only with friends. This way I only access to the original "Friends Page" using the LJ link in the left bar.
If someone access to the journal don't have access to that, so it works perfectly.

I don't know you can buy "permanent accounts". I thought it was only "Paid Accounts". anyway... nevermind : )by the way... your journal looks great ; )

You can only purchase them when they are up for sale, which is like every year or so. Right now you can only buy paid accounts.I keep an eye open on the LJ news page to find out when they would be selling more.
